Pakistan Ranks 129th Globally in Rule of Law Index 2024

According to the World Justice Project’s (WJP) Rule of Law Index 2024, Pakistan has moved up slightly from 130th to 129th position out of 142 countries, but it continues to struggle in key areas such as civil and criminal justice, fundamental rights, corruption, regulatory enforcement, and security. Despite minor progress, Pakistan’s justice and governance indicators remain critically low, with the nation ranking 5th among six assessed South Asian countries.

The report underscores that while Pakistan’s score showed consistent improvement from 2015 to 2018, it has mostly declined since 2019. The slight improvement in 2024 marks a positive shift after five years of decline. The Rule of Law Index evaluates nations on constraints on government powers, open governance, order and security, absence of corruption, regulatory enforcement, fundamental rights, and both civil and criminal justice.

Key Findings for Pakistan:

  • Criminal Justice: Pakistan ranks 98th globally and 4th regionally.
  • Civil Justice: Ranked 128th globally and 4th in the region.
  • Regulatory Enforcement: 127th globally and 5th regionally.
  • Order and Security: 140th globally, making it the third worst globally and the lowest-ranked in South Asia.
  • Fundamental Rights: Positioned 125th globally and 4th in the region.
  • Open Government: Pakistan ranks 106th globally, standing 4th regionally.
  • Absence of Corruption: 124th globally and 5th out of six in the region.
  • Constraints on Government Powers: Ranked 103rd globally and 4th regionally.

The WJP report serves as a stark reminder of the challenges facing Pakistan’s justice system and highlights the need for reforms to strengthen governance and uphold the rule of law.
