										<content:encoded><![CDATA[<div style="text-align: justify;">The Global Governance Initiative (GGI) gives the world a blueprint for impartial governance, and a new council alongside the UN could put it into practice. President Xi Jinping unveiled the Initiative at the &#8220;Shanghai Cooperation Organization&#8221; Plus meeting in Tianjin on September 1, 2025, before leaders of more than 20 countries and 10 international organizations.</div>
<div style="text-align: justify;">The Initiative rests on five principles; sovereign equality, international rule of law, multilateralism, a people-centered approach, and a focus on real action. President Xi framed it around one idea; every country, whatever its size or wealth, should be an equal participant, decision-maker and beneficiary in global governance, with a stronger voice for developing nations.</div>
<div style="text-align: justify;">The case for reform: Supporters argue the 1945 institutions no longer match the world&#8217;s balance of power. Five permanent Security Council members hold vetoes that can freeze action on wars, famines and climate. Voting shares at the IMF and World Bank still lag the economic weight of Asia, Africa and Latin America.</div>
<div style="text-align: justify;">Even the Council on Foreign Relations (CFR) acknowledges that a more active China could push global institutions to better represent emerging powers.  China also has a record of building institutions that work. The Asian Infrastructure Investment Bank (AIIB), launched in 2015, generally follows international lending standards and often co-finances projects with the World Bank and Asian Development Bank. Supporters see this as proof that new bodies can complement the existing order rather than wreck it.</div>
<div style="text-align: justify;">The Proposed Global Governance Council: Building on the GGI, supporters could propose a Global Governance Council (GGC); a standing body, open to every state, that sits alongside the UN rather than above it. Its design would reflect the Initiative&#8217;s principles; including sovereign equality, international rule of law, multilateralism, a people-centered approach, and a focus on real action. There would be no permanent seats and no vetoes, with decisions taken by broad consensus or weighted majorities that give developing regions real influence. It would focus on delivery, meaning shared financing for infrastructure, pandemic preparedness, AI governance and climate adaptation, where the UN is often stuck in deadlock. And it would feed recommendations into the UN General Assembly, reinforcing the UN Charter rather than competing with it.</div>
<div style="text-align: justify;">The argument is simple.  If the UN cannot reform itself quickly, a parallel council can show what impartial governance looks like in practice and pressure the older institutions to catch up. The Global Governance Council focuses on:</div>
<div style="text-align: justify;">o Equal footing: no permanent seats and no vetoes; decisions by broad consensus or weighted majorities that give developing regions real influence.</div>
<div style="text-align: justify;">o Delivery first: shared financing for infrastructure, pandemic preparedness, AI governance and climate adaptation, where the UN often deadlocks.</div>
<div style="text-align: justify;">o Anchored in the UN Charter: recommendations feed into the UN General Assembly, reinforcing the Charter rather than competing with it.</div>

										<content:encoded><![CDATA[<p style="text-align: justify;">BEIJING: The 2025 SCO Roundtable Dialogue on Global Governance, jointly organized by the China International Communications Group (CICG), the Secretariat of the Shanghai Cooperation Organization (SCO), and the China Institute of International Studies, and hosted by the CICG Center for Europe and Asia (China Pictorial) and the Academy of Contemporary China and World Studies, was held in Beijing on Thursday.<br />
The dialogue aimed to contribute &#8220;SCO wisdom&#8221; to addressing the numerous challenges and deficits in current global governance and advancing the process of global sustainable development.<br />
More than 150 representatives from the SCO Secretariat, United Nations agencies in China, as well as think tanks, media professionals, and international organizations from China and SCO member states participated in the dialogue.<br />
Chang Bo, President of China International Communications Group (CICG), emphasized the importance of the SCO&#8217;s role in fostering global peace and cooperation. He highlighted Chinese President Xi Jinping&#8217;s Global Governance Initiative (GGI), which calls for a more inclusive, democratic, and efficient international system. This initiative, which was formally introduced during the &#8220;SCO+&#8221; meeting in Tianjin, aims to ensure that global governance serves the interests of all countries, particularly developing nations.<br />
SCO Secretary-General Nurlan Yermekbayev and other officials, reiterated the SCO&#8217;s commitment to multilateralism and international law. The initiative advocates for a people-centered approach to global governance, prioritizing peaceful coexistence, equitable development, and stronger international collaboration. It aligns with the UN&#8217;s &#8220;Compact for the Future&#8221; and seeks to rebuild trust between nations while supporting the ongoing transformation towards a more multipolar world order.<br />
Sohail Mahmood, Director General, Institute of Strategic Studies Islamabad, Pakistan addressed that Pakistan agreed with this compelling logic and has fully supported this Initiative from the outset. It is no coincidence that the GGI&#8217;s five core concepts are immersed in the time-honored norms of inter-state relations and these concepts have been central to modern China&#8217;s diplomatic thought and practice.<br />
In closing, the conference underscored the importance of the SCO&#8217;s role in shaping the future of global governance, advocating for a comprehensive and collaborative approach to tackle the world&#8217;s most pressing challenges.</p>
