Few observations in the history of strategic thought have proved as prophetic as Bernard Brodie’s famous reflection written in the aftermath of Hiroshima and Nagasaki. For nearly five millennia, states accumulated military power principally to defeat adversaries on the battlefield and impose political outcomes through superior force. The arrival of nuclear weapons fundamentally transformed that historical logic. Victory ceased to be the principal objective of strategy because unrestricted nuclear war promised only mutual devastation rather than meaningful political success. From that moment onwards, the primary purpose of military power became the prevention rather than the prosecution of war. Nuclear weapons thus introduced one of the greatest paradoxes in the history of international relations: humanity’s most destructive invention simultaneously became one of its strongest incentives for strategic restraint.
The Cold War largely validated Brodie’s insight. During more than four decades of ideological confrontation, the United States and the Soviet Union accumulated nuclear arsenals capable of destroying civilisation many times over, yet neither dared initiate direct military conflict against the other. Crises over Berlin, Cuba, the Middle East and Afghanistan repeatedly brought both superpowers to the brink of confrontation, but each ultimately recognised that no conceivable political objective could justify a conflict likely to culminate in mutual annihilation. The doctrine of Mutually Assured Destruction (MAD) therefore became less a strategy for fighting nuclear war than a psychological mechanism for preventing it. The extraordinary absence of direct war between the world’s two most heavily armed rivals remains one of the defining strategic achievements of the twentieth century.
Yet this achievement concealed an equally important contradiction. While nuclear deterrence prevented a Third World War, it did not usher in an era of peace. Instead, international competition migrated into other forms. The Cold War witnessed prolonged conflicts in Korea, Vietnam, Afghanistan, Angola and numerous parts of Latin America and the Middle East, where rival powers supported opposing political movements, armed proxies and regional allies while carefully avoiding direct military confrontation with one another. Nuclear deterrence produced strategic stability at the highest level, but it simultaneously encouraged persistent instability below the threshold of existential war. The absence of global conflict therefore coexisted with continuous regional violence.
This phenomenon became known as the Stability-Instability Paradox, a concept most closely associated with the American strategic scholar Glenn H. Snyder. Its central proposition remains remarkably relevant more than half a century later. Where adversaries possess credible nuclear deterrents, each understands that unrestricted war carries unacceptable risks. This mutual awareness discourages major conventional conflict but may simultaneously encourage limited military operations, proxy warfare, coercive diplomacy and political brinkmanship because decision-makers assume that their opponents will avoid actions likely to trigger nuclear escalation. The very stability created by nuclear deterrence can therefore generate incentives for lower-intensity confrontation.
South Asia offers perhaps the clearest contemporary illustration of this paradox. Since India and Pakistan declared themselves overt nuclear powers in 1998, both countries have successfully avoided conventional wars on the scale of 1965 or 1971. Nevertheless, the region has continued to experience repeated crises, including Kargil, the 2001-02 military mobilisation, the Balakot confrontation of 2019 and subsequent periods of heightened military tension. Nuclear deterrence undoubtedly constrained escalation, but it did not eliminate rivalry. Instead, strategic competition increasingly shifted towards limited military operations, information warfare, intelligence activities, diplomatic coercion and calibrated use of force below the nuclear threshold. Stability at the strategic level therefore coexisted with continuing instability at the operational and tactical levels.
West Asia increasingly reflects a similar pattern. Israel’s undeclared nuclear capability, Iran’s expanding nuclear programme, extensive American security commitments and the growing strategic ambitions of regional middle powers have together created a security environment in which none of the principal actors appears willing to initiate unrestricted regional war, yet all continue to compete through proxy organisations, cyber operations, missile exchanges, covert action, maritime coercion and precision drone attacks. The military confrontations witnessed across the region during recent years demonstrate that the absence of total war should never be mistaken for the existence of durable peace. Rather, deterrence has altered the character of conflict by shifting competition into domains where escalation can be carefully calibrated without immediately crossing the nuclear threshold.
While the classical Stability-Instability Paradox continues to provide a valuable framework for understanding these developments, the international system itself is undergoing a transformation that demands a broader conceptual lens. The relatively predictable bipolar nuclear order of the Cold War is gradually giving way to what many strategic scholars describe as the Second Nuclear Age. Unlike its predecessor, this emerging era is not organised around two superpowers but around multiple nuclear powers, technologically sophisticated middle powers, latent nuclear states and rapidly advancing military technologies operating within an increasingly interconnected geopolitical landscape. The principal theatre of this transformation is no longer Europe but Asia, where the world’s fastest-growing economies, largest populations, principal maritime trade routes and most dynamic military modernisation programmes now converge.
It is against this broader strategic backdrop that the recently announced United States-Saudi Arabia civil nuclear agreement acquires significance extending far beyond civilian energy cooperation. Although formally intended to assist Saudi Arabia’s long-term economic diversification and peaceful nuclear development, the agreement also symbolises a wider redistribution of technological capability across West Asia. In contemporary international politics, advanced civilian nuclear infrastructure represents not merely an economic asset but a strategic resource capable of enhancing national resilience, technological sophistication and future political options. Even where programmes remain fully compliant with international safeguards, they inevitably influence the calculations of neighbouring states regarding their own long-term security requirements.
This shift directs attention towards one of the most important features of the Second Nuclear Age: the growing importance of nuclear latency. Strategic competition today revolves not only around states possessing operational nuclear arsenals but increasingly around states possessing the technological, industrial and scientific capacity to develop nuclear weapons within comparatively short periods should extraordinary security circumstances arise. Japan has long exemplified this phenomenon through its sophisticated civilian nuclear infrastructure, while Saudi Arabia’s evolving programme indicates that similar dynamics are beginning to emerge in West Asia. Nuclear latency therefore creates a new form of deterrence based less upon deployed warheads than upon recognised technological potential. It simultaneously strengthens strategic resilience and deepens mutual suspicion because rival states increasingly evaluate one another not only according to present capabilities but also according to future possibilities.
These developments suggest that the classical Stability-Instability Paradox itself is evolving. During the Cold War, nuclear stability primarily generated conventional instability. The twenty-first century presents a far more complex picture in which nuclear deterrence coexists with cyber warfare, artificial intelligence, hypersonic weapons, autonomous drone swarms, anti-satellite capabilities, electronic warfare, economic coercion and maritime competition. Strategic rivalry is no longer confined to land, sea and air but extends across digital networks, outer space, financial systems and critical infrastructure. The stabilising effects of nuclear deterrence therefore increasingly coexist with instability across multiple interconnected domains.
It is this transformation that may appropriately be described as the Expanded Stability-Instability Paradox. Nuclear weapons continue to reduce the probability of deliberate large-scale war among major powers, yet technological innovation simultaneously multiplies opportunities for competition below the nuclear threshold. Strategic stability increasingly coexists with conventional, cyber, maritime, economic, informational and space-related instability, creating a security environment that is simultaneously more restrained and more contested than at any previous period in modern history. The challenge confronting policymakers is therefore no longer simply preventing nuclear war but managing continuous multidomain competition before repeated crises accumulate into strategic catastrophe.
Understanding this transformation is indispensable for interpreting the wider significance of the U.S.-Saudi nuclear agreement. Rather than representing an isolated bilateral initiative, it marks another milestone in the gradual emergence of a multipolar nuclearized Asia stretching from the Eastern Mediterranean to the Western Pacific. The strategic question confronting the international community is no longer whether nuclear deterrence can prevent total war. History suggests that it largely has. The far more consequential question is whether governments possess the political wisdom and institutional imagination to manage the expanding forms of instability generated by the Second Nuclear Age. It is to that emerging Asian strategic landscape that we now turn.
