From December 27 to 28, 2023, the Central Conference on Work Relating to Foreign Affairs was held in Beijing. Xi Jinping, General Secretary of the Central Committee of the Communist Party of China and President of China, emphasized at the conference that building a community with a shared future for mankind points the right direction for human society leading to common development, lasting peace and security, and mutual learning between civilizations. The concept of building a community with a shared future for mankind was proposed by President Xi Jinping during his visit to Russia in March 2013. In his speech at the Moscow State Institute of International Relations, President Xi profoundly pointed out that the degree of interconnection and interdependence among countries has deepened unprecedentedly, and human beings are living in the same global village, increasingly forming a community with a shared future where their destinies are intertwined.
The construction of a community with a shared future for mankind is a scientific system that includes “six major elements”: the goal is to build an open, inclusive, clean and beautiful world of lasting peace, universal security and shared prosperity, the pathway is promoting global governance that features extensive consultation and joint contribution for shared benefit, the guiding principle is to apply the common values of humanity, the basic underpinning lies in building a new type of international relations, the strategic guidance comes from the implementation of the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, and the platform for action is high-quality Belt and Road cooperation. On this basis, China seeks to bring countries together to meet challenges and achieve prosperity for all, and usher in a bright future of peace, security, prosperity and progress for our world.
Building a community with a shared future for mankind reflects the deepening understanding of the laws of human social development by the Chinese Communists, which reflects their worldview, perception of order, and values, accords with the common aspiration of people in all countries, and points the direction for the progress of world civilizations. It is also the noble goal pursued by China in conducting major-country diplomacy with Chinese characteristics for the new era. Since 2023, there have been significant changes in the international situation, and the geopolitical situation globally has worsened. The provocative actions and double standards of some Western countries in conflicts have further escalated tensions, posing a significant challenge to the stability of the world order. In stark contrast, China has further demonstrated the demeanor of a responsible major country, providing a Chinese solution to the political resolution of the Ukraine crisis, facilitating the reconciliation between Iran and Saudi Arabia, supporting the expansion of the BRICS cooperation mechanism, and continuously implementing the “three major initiatives”, winning widespread recognition from the international community, especially developing countries. Such a clear contrast highlights the significant practical significance of building a community with a shared future for mankind.
The concept of a community with a shared future for mankind brings together the common aspirations of people around the world for peace, development, and stability, outlines the largest common denominator between countries with different cultural backgrounds and levels of development, and has significant theoretical value and profound historical significance. It demonstrates strong influence, vitality and appeal. In recent years, building a community with a shared future for mankind has developed from a Chinese initiative to an international consensus, from a promising vision to substantive actions, and from a conceptual proposition to a scientific system. It has served as a glorious banner leading the progress of the times. From bilateral to multilateral, from regional to global, China has established various forms of communities with a shared future with dozens of countries and regions. Bilateral communities with a shared future, such as China-Laos, China-Pakistan, China-Cambodia, China-Thailand, China-Vietnam, have taken root, and the construction of communities with a shared future in the Asia-Pacific region, China-ASEAN, China-Central Asia, China-Africa, China-Arab, etc., proceeds steadily, achieving fruitful results in the fields of health, environment, people and nature, network, and ocean. The concept of a community with a shared future for mankind has been included in the UN resolutions for seven consecutive years, and has been repeatedly included in the resolutions or declarations of multilateral mechanisms such as the Shanghai Cooperation Organization and BRICS. A series of major initiatives have emerged, such as the establishment of a community with a shared future for global health and wellness, a community with a shared future for cyberspace, and a community with a shared future for humanity and nature, driving significant progress in global governance in various fields. UN Secretary-General Antonio Guterres presented that”China has become an important pillar of multilateralism, and our purpose in practicing multilateralism is to establish a community with a shared future for mankind”.
The construction of a closer China-Pakistan community with a shared future in the new era is an important part of building a community with a shared future for mankind. President Xi Jinping emphasized that regardless of how the international situation changes, China will always stand firmly with Pakistan, work together with determination, uphold the “iron-clad” friendship, coordinate development and security, enhance cooperation at a higher level, broader scope, and deeper levels, promote the China-Pakistan all-weather strategic cooperative partnership to new heights, and make greater contributions to the peace and prosperity of both countries and the region. In the new era and on a new journey, China is willing to work together with Pakistan to implement important consensus reached by the leaders of the two countries, deepen strategic mutual trust, expand exchanges and cooperation, promote new and greater achievements in China-Pakistan cooperation and the construction of the China-Pakistan Economic Corridor, accelerate the construction of a closer China-Pakistan community of shared future in the new era, and continuously write a new chapter in the construction of a community with a shared future for mankind.
