This land revenue must dove-tail to the governmental need and obligation to provide dole to the incapable of labor, and employment to the capable in health. It is obligatory for governments to provide healthcare, education and shelter to all regardless. Budgets for Nation States therefore have be back-integrated for collection based on governmental obligations towards the population they are required to manage and serve. This demand is simple.
