Labourers Traveling to Gulf States to Pay Rs5,000 Fixed FED on Air Tickets

The Federal Board of Revenue (FBR) has introduced a fixed rate of Rs5,000 as Federal Excise Duty (FED) on air tickets for passengers holding labour visas. This new regulation applies specifically to those traveling to Gulf Cooperation Council (GCC) countries, as verified by the Protector of Emigrants.

While the FED on other air tickets has seen a significant increase, the FBR has maintained a flat rate of Rs5,000 per ticket for labourers heading to GCC states. This adjustment is detailed in the statutory regulatory order (S.R.O. 1191(T)/2024). Under Clause (b) of Sub-Section (3) of Section 3 of the Federal Excise Act, 2005, the FBR stipulates that the FED will be collected at a fixed rate of Rs5,000 per ticket. This applies exclusively to passengers with labour visas on their passports, which must be verified by the Bureau of Emigration and Overseas Employment. This measure is designed to provide some financial relief to the labour class embarking on international journeys from Pakistan to GCC states.
