Skilled professionals, including Pakistanis, can seek Canadian permanent residence through Express Entry
Applicants must meet work, language and education requirements and score at least 67 eligibility points
OTTAWA: Canada’s Federal Skilled Worker Programme (FSWP) continues to provide a major immigration pathway for qualified foreign professionals seeking permanent residence through the country’s Express Entry system.
The programme is designed for skilled workers with foreign work experience who want to become permanent residents of Canada. Candidates are assessed on factors including education, professional experience and language proficiency. Canada
Under the programme’s minimum requirements, applicants generally need at least one year of continuous paid skilled work experience, equivalent to 1,560 hours, acquired within the previous 10 years. The qualifying work must fall within National Occupational Classification (NOC) TEER categories 0, 1, 2 or 3. Canada
Applicants must also take an approved English or French language test. A minimum Canadian Language Benchmark (CLB) level of 7 is required in speaking, listening, reading and writing. Those with foreign education must provide a completed educational credential along with an Educational Credential Assessment for immigration purposes. Canada
Candidates who satisfy the minimum requirements are then assessed under the FSWP’s 100-point selection grid. They must obtain at least 67 points to qualify for the programme and submit an Express Entry profile. The points are awarded on factors including language ability, education, work experience, age, arranged employment and adaptability. Canada
Importantly, the 67-point FSWP eligibility assessment is different from the Comprehensive Ranking System (CRS) used to rank candidates after they enter the Express Entry pool. Canada
Applicants are also generally required to demonstrate that they have sufficient funds to support themselves and their families after arriving in Canada. An exemption applies to candidates who are legally authorised to work in Canada and have a valid Canadian job offer. Applicants must also be admissible to Canada under medical, criminal and security requirements. Canada
Those applying through the FSWP must intend to settle outside Quebec, as Quebec operates its own system for selecting skilled workers. Canada
For prospective applicants from Pakistan and other countries, meeting the minimum FSWP requirements does not itself guarantee permanent residence. Candidates entering Express Entry compete under the CRS and may receive an invitation to apply depending on the applicable invitation round and their eligibility.
