GTA Constitutional Balochistan’s struggle: Objectives and existence

Balochistan is the only unfortunate province of Pakistan that has always separated its people due to the poor policies of corruption, meritocracy and nepotism. Here, denial of the heroic character of speech and laziness in practical measures are on the rise. Balochistan has been a victim of various problems in every government, which has been causing backwardness instead of development of the province. Most of the big people here are big thieves. Conducting investigations and investigations with them hurts their delicate temperament. This is why often the united members of the organization disappointed on the basis of wrong and illegal decisions, separate and form separate organizations. They start the struggle for their rights under their own. This unconstitutional and unconstitutional process is not only found in religious and political parties, but is also on the rise in important sectors like education, health and sports of Balochistan, which has big problems in every sector of the province.
The effects have been felt which has increased the difficulties and obstacles a lot. Every department has become a hotbed of problems. Due to which the employees of every sector have not only faced difficulties but also had to bear losses. The education system has also been affected by this disease of backwardness, lack of leadership and corruption in Balochistan. Due to like and dislike corruption and unconstitutional measures, the teachers of Balochistan have been entangled in the worst period of time. In the continuation of this disagreement, GTA Constitutional Balochistan Pakistan came into existence and started a struggle for the smoothing of the legitimate demands and problems of the teachers across Balochistan and a new commitment was made and started from the beginning to eliminate the disease of corruption and merit violation from its organization.
Under the organizational principles and rules, on March 25, 2018, GTA Constitutional was formally established and announced to take its struggle and practical steps, which has so far solved the problems of the teachers across the province and achieved legitimate demands and legitimate rights. Before GTA Constitutional came into existence, great efforts and demonstrations were made together to resolve the problems of the teachers. Highlight practical steps by keeping in mind that unfortunately their voice cannot reach the authorities at the top. For this reason and on this basis, GTA Constitutional formed a separate organization and started a struggle for their rights, which is now moving towards success day by day and has also solved the problems to a large extent.
The objective of GTA Constitutional is that Balochistan is the largest province of Pakistan in terms of area, which covers an area of 347,190 square kilometers. And it is the smallest province in terms of population, with a total population of approximately 29.4 million. Different ethnic groups live in Balochistan province, in which Pashtuns, Balochs, and Hazaras are in large numbers. This province has been neglected in every way since the independence of Pakistan to the present time. The land rich in minerals and gold is today helpless and helpless.
At present, let us talk about an important and fundamental topic like education. Let alone quality education in Balochistan province, the substandard education system is also in a dilapidated and broken state. Who can be held responsible for this and who is accountable for it? Let’s take a quick look at the school system of Balochistan province. According to a report, there are a total of 14,978 government schools across Balochistan, of which 10,055 are for boys, 4,238 are for girls, while 686 are co-educational.
According to the data of the Education Department, 11,786 schools are active in Balochistan, while 3,193 are inactive. 13,021 schools have buildings, while 1,958 schools do not have buildings. Of the schools that have buildings, 47 percent of the buildings are dilapidated and unsatisfactory. 9,000 schools do not have washroom facilities, meaning three out of every four have a toilet problem. 12,680 schools do not have water facilities, meaning 2 out of every 3 schools face water shortage.
In addition, 8,140 schools in the province do not have boundary walls; while 11,865 do not have electricity, meaning one in five. There is no electricity in 4. According to a survey by the “Alif Aalan” organization, 2.7 million children in Balochistan are of school age, but only 900,000 of them are in schools, while the remaining 1.8 million children are out of school.
There are a large number of enrollments in primary school, while more than half drop out of school by the time they reach middle school. The school dropout rate is increasing at an alarming rate. According to the survey, 62 percent of girls between the ages of 5 and 16 do not go to school, the enrollment rate of girls at the primary level is 35 percent, while it drops to four percent by the time they reach matriculation. 23 percent are girls who have ever gone to school. The literacy rate of men in Balochistan is 37 percent and that of women is 15 percent. 17 percent of approved teacher posts are vacant. 30 percent of teachers are absent every day. This was a cursory analytical look from which the quality of education in the entire Balochistan can be assessed. There are some basic elements behind this such as poverty, gender discrimination, and lack of transport, etc. Poverty has not allowed the people to walk on the path of consciousness, nor has gender discrimination paved the way for women’s success, but rather this discrimination has created obstacles in the path of consciousness everywhere.
Apart from this, due to the lack of transport, everyone is facing difficulties in reaching the city, due to which they cannot continue their educational journey. The government of Pakistan and some mysterious powers have vowed from the very first day that Balochistan should not be allowed to move forward and become conscious, because if they become conscious, they will start demanding their rights, which they should never get. Due to this desolate field of educational poverty in Balochistan, GTA Constitutional came into existence, the aims and objectives of which are to resolve the problems and legitimate demands of the teachers of Balochistan and to smooth out the problems faced in the educational field so that teachers and students can take the educational process forward with mutual efforts.
In this regard, GTA Constitutional has started practical work by continuing its struggle from the very first day. According to them, the provincial government has provided 10 percent Dispensary allowance is owed. We demand from the Chief Minister of Balochistan that 10 percent dispensary allowance be provided to provincial employees. GTA Constitutional has the existence of district, tehsil and divisional cabinets across Balochistan who willingly accept every decision of the provincial leaders and will not hesitate to make any sacrifice.
GTA Constitutional has taken two historic steps and obtained privileges. The time scale that Abdul Ghaffar Kadizai had obtained along with the upgradation that Haji Mohibullah Gharshin had obtained. After this, some paper organizations and some bureaucrats made a huge unsuccessful attempt to obstruct the upgradation of junior teachers. On June 18, 2023, a notification for the upgradation of junior teachers was issued, which proved to be very beneficial. 47 thousand teachers benefited from the upgradation of junior teachers, namely JVT and MQ teachers moved from B-9 to B-14. Similarly, PET, JAT, JDM, JET teachers moved from B-14 to B-15. Due to this success, teachers across the province pay tribute to the hunger striking teachers. In issuing the notification of upgradation, the bureaucracy has reached the peak of cruelty with GTA Constitutional.
From the very beginning of the summary, PET, JAT, JDM, JAT were to be given B-16, but they gave B-15 instead of B-16. This issue is still included in the demand notice of the organization. We will not give up on it in any way. We, GTA Constitutional, have recorded 52 days of continuous protest in the year 2022 to achieve our legitimate rights. Protests were held in all the divisions and districts of Balochistan. Teachers across the province along with Quetta held a very successful protest demonstration. Later, a rally was held in front of the Balochistan Assembly. After that, the provincial leaders were forced to go on a hunger strike for eight days, in which GTA Constitutional Provincial President Haji Muhaibullah Gharshin Inayatullah Kakar Muhammad Naeem Kakar Muhammad Qasim Achgazai Saeed Ahmad Nasir Meer Ahmad Shahid Bangulzai Manzoor Rahi Baloch Muhammad Nasir Mengal were included in the 38-day hunger strike.
Finally, they reached such a point that they were admitted to the Civil Hospital Quetta, struggling for life and death. Chief Minister Balochistan Abdul Quddus Bizenjo sent a committee of provincial ministers to discuss with the leaders of GTA Constitutional and issued minutes to resolve the issues. Therefore, the leaders of GTA Constitutional announced to end the hunger strike in the presence of provincial ministers.
On September 23, 2022, GTA Constitutional organized a grand ceremony in Boys Scouts, whose special guest was Chief Minister Balochistan Abdul Quddus Bizenjo. He was accompanied by provincial ministers. In the same program, the upgradation of all junior teachers was formally announced. A committee was formed to resolve the remaining issues, of which six Provincial ministers were present and six GTA constitutional provincial and senior leaders were present.
GTA Constitutional is at the forefront of defending the educational activities of Balochistan and the issues and rights of teachers. If the elements hostile to education act with evasion, it will have adverse effects on the education system across the province, which is regrettable.
