NICVD staff’s strong demand to the Minister for Health and Secretary Health to review NICVD committees

KARACHI: The NICVD staff has strongly demanded that the Minister for Health, Sindh, and the Secretary Health, Sindh, immediately review all committees constituted under the NICVD Service Rules 2025-26.
The staff has demanded that, instead of including only members of the NICVD administration in these committees, representatives from the Health Department, SGA&CD, and the Finance Department should also be included to ensure that all decisions are made in accordance with complete transparency, merit, and legal requirements.
In the past, serious objections have been raised regarding appointments, promotions, and other administrative matters handled through NICVD’s internal committees. Similarly, concerns and objections have also been raised regarding the approval and payment of the Monitoring Allowance, under which, allegedly, payments amounting to millions of rupees were made in the past through illegal and unauthorized procedures.
Therefore, the NICVD staff has demanded a complete and impartial review of all matters relating to the Monitoring Allowance, including its approvals, rules and regulations, and payments made in the past, in order to determine whether these payments were made in accordance with the law and under properly authorized rules.
The staff believes that if the committees continue to consist solely of members of the NICVD administration, concerns regarding transparency and merit will remain.
The NICVD staff has therefore urged the Minister for Health and the Secretary Health, Sindh, to immediately review the composition of these committees before the NICVD Service Rules 2025-26 are finalized and presented before the Cabinet. The staff has also demanded a comprehensive investigation into the Monitoring Allowance.
Representatives of the relevant government departments should be included to establish a transparent, impartial, and legally compliant system, ensuring that there is no possibility of any irregularity or unauthorized payment in the future.
