UNESCO adopts Pakistan’s proposal to counter disinformation and hate speech

KARACHI: UNESCO has formally adopted Pakistan’s proposal on countering disinformation, misinformation, and hate speech in the digital space, marking a significant step in global efforts to safeguard information integrity and protect freedom of expression.
The proposal was presented by Pakistan’s Permanent Delegate to UNESCO, Ambassador Mumtaz Zahra Baloch, during the 222nd Session of the UNESCO Executive Board in Paris. It received broad cross-regional support from member states, reflecting a strong international consensus on the urgent need to address the growing threat of false and manipulated information.
UNESCO’s Executive Board highlighted that emerging technologies such as Artificial Intelligence (AI), neurotechnology, and immersive digital environments have intensified risks to information authenticity, making it easier to produce and spread deepfakes and fabricated content. The board called on digital platforms to ensure transparency, detect and label AI-generated or manipulated material, and strengthen authentication measures to protect users from deception.
Pakistan’s proposal emphasizes the need to strike a careful balance between countering disinformation and upholding freedom of expression in line with international human rights law. Rather than restricting legitimate speech, the initiative focuses on accountability, transparency, and empowering users to distinguish between fact and fabrication.
Diplomatic observers noted that Pakistan’s leadership in advancing this proposal underscores its growing role in shaping responsible global digital governance. The adoption of the initiative is expected to pave the way for greater international cooperation, capacity-building, and the development of shared ethical standards for technology platforms.
Analysts said the move reflects a broader recognition that combating disinformation requires collective international action, not unilateral measures. The proposal’s adoption is being hailed as a milestone in efforts to protect democratic values, preserve social harmony, and strengthen public trust in the digital information ecosystem.
