Hazara University’s new milestone: Taking education beyond campus walls

MANSEHRA: Hazara University Mansehra is taking an important step towards expanding access to higher education through the establishment of its Directorate of Open and Distance Learning (ODL), marking a significant milestone in the institution’s academic development. Under the leadership of Dr. Shawana Fazal as Director, the initiative aims to extend educational opportunities beyond the traditional classroom, particularly to students in remote areas, working professionals and women facing barriers to conventional education.
The initiative reflects the vision of Vice Chancellor Prof. Dr. Ikram Ullah Khan, whose support and approval have paved the way for this important development. Following approval by the university’s Syndicate, the Directorate is proceeding towards the next stage, which includes obtaining the required No Objection Certificate (NOC) from the Higher Education Commission (HEC). Admissions will commence only after the necessary regulatory approval has been secured.
The establishment of the Directorate represents more than an administrative achievement; it reflects a commitment to making higher education more inclusive, flexible and accessible. In a region characterised by mountainous terrain and geographically dispersed communities, many aspiring students face difficulties in travelling to educational institutions or relocating for higher studies. Open and distance learning can help address these challenges by bringing educational opportunities closer to learners.
Dr. Shawana Fazal’s appointment as Director adds another significant dimension to this development. Her role as the first woman to lead a directorate in the history of Hazara University represents an important milestone for women’s leadership and professional advancement. It also offers an encouraging message to young women who aspire to pursue academic careers and assume leadership positions in educational institutions.
The proposed ODL framework seeks to provide flexible learning opportunities for working youth, women with domestic responsibilities, students from remote valleys and individuals who cannot easily access conventional campus-based education. Through digital learning resources, online teaching and appropriate student support mechanisms, the university aims to create an environment in which learners can pursue their academic goals without being restricted by distance and personal circumstances.
However, the success of distance education depends on academic quality, institutional preparedness and public confidence. Faculty training, a reliable learning management system, effective internet access, student guidance facilities and transparent examination arrangements will be essential components of the initiative. Compliance with HEC requirements will also be critical to ensuring that the programmes offered maintain recognised academic standards.
The Directorate offers opportunities for collaboration across the university’s academic departments, faculties and administrative sections. By extending eligible academic programmes to distance learners, the university can broaden its educational outreach, encourage innovative teaching practices and strengthen its engagement with communities beyond the campus. In the longer term, effective implementation may also contribute to institutional sustainability and create opportunities for further investment in teaching, research, libraries and student support.
For the Hazara region, the initiative holds particular significance. Students from rural and mountainous communities often face financial, geographical and social challenges that limit their access to higher education. A well-developed distance-learning system can help reduce these barriers and provide more people with the opportunity to acquire knowledge, develop professional skills and improve their future prospects.
The real success of this initiative will ultimately be measured not by the establishment of the Directorate alone, but by the opportunities it creates for learners. Quality education, affordable fees, effective academic support and transparent administration must remain its guiding principles. Sustained cooperation between university leadership, faculty members and administrative departments will be necessary to translate the vision into meaningful outcomes.
With the leadership of Dr. Shawana Fazal and the support of Vice Chancellor Prof. Dr. Ikram Ullah Khan, Hazara University has taken a promising step towards a more inclusive model of higher education. The Directorate of Open and Distance Learning has the potential to strengthen the university’s academic outreach and bring educational opportunities to communities that have long faced barriers to access.
A university’s role does not end at its gates. Its knowledge, opportunities and aspirations should reach every community where a learner dreams of a better future. Through this initiative, Hazara University is moving towards that vision, reaffirming the principle that quality education should be accessible to all, regardless of geographical location or personal circumstances.
